There is only the one setting to set the Alert Manager to not open with an Alert (Global Settings >> General Settings >> Alerts >> Show Alerts Log on Study Alerts). We are not able to reproduce any issue with this setting. When it is set to "No", we do not get the Alert Manager and when it is set to "Yes", we do. The one other item we want you to check is the setting for "Global Settings >> General Settings >> Alerts >> Add Alert to Compact Alert Pop-up Window". Make sure this is set to "No" for the particular alert number you are using. The Pop-Up window is different from the Alerts Manager.
