Post From: Manually adjusting ray anchor unwantedly adds timezone difference (even TWICE!)

Steps to reproduce:

1. Global Settings >> Time Zone Settings >> UTC +0
2. File >> New Historical Chart >> {open for ES symbol}
3. Chart >> Chart Settings:
3a. Symbol >> Continuous Contract >> Continuous Futures Contract, Volume Based Rollover
3b. Bar Period >> Monthly
3c. Session Times >> Time Zone >> Chicago CST/CDT -6/-5
4. Tools >> Ray
5. Draw a ray e.g. from 2020/03 to 2023/10 candle stick bottoms with auto snap
6. Right click the just drawn ray >> Chart Drawing Properties
6a. Anchors >> Anchor 1 Date/Time: The 'default' snap on a monthly chart is some date with time 00:00:00
6b. change the time to 14:15:16, press enter: The time immediately changes to 20:15:16 (+6 hours)
6c. close the window by clicking OK
6d. Again right click the just drawn ray >> Chart Drawing Properties
6e. the anchor time is now changed to 02:15:16 of the next day (+6 hours again)

Expected behavior:
When drawing a tool on a chart, the time of an anchor should relate to the chart time zone.
Manually changing the anchor time in the Chart Drawing Properties should be interpreted as relating to the time zone setting of the chart. Any automatic adjustment of this is unwanted.
