If you are overlaying the "Study Subgraph Reference" onto a region with another study, then using a "Constant Range" scaling with the right-side scales does not really make sense. You should use either "Independent" or "Same as Region", depending on how exactly you want to see the data. You can use it as "Constant Range", but what you are seeing is correct functioning, as the scale for the Study Subgraph Reference is trying to keep the range that was set. Refer to the following:

The other solution is to use the Left Side Scale and set the Study Subgraph Reference to use that scale. This will allow the Constant Range option to work as you are expecting. Refer to the following:
Chart Settings: Use Left Side Scale (Chart >> Chart Settings >> Scale menu)
