Attached is a traceroute from Germany. Shows the same like the example you mentioned from Portutal. It looks like a peering issue with Cogent or any other carrier involved in the route. Thanks for getting this sorted out - really looking forward to be able to trace the route back from Chicago to my location to see the full picture.
