The Compact Tool Values Window displays the information for the chart where the pointer is located. it does not need to be the "active" chart. Note that Compact Tool Values Window does not move. It may expand/contract depending on what needs to be displayed for each chart, but the window itself is a single window that keeps a specific position where you have put it.
