What do you mean Hand tool with Crosshair? I can select either Hand or Crosshair. Hand can drag the chart, but doesn't show me the values at a specific point. Crosshair shows values at a specific point but doesn't let me drag. Read the information linked earlier (and linked again below), it is 100% possible to have the hand tool active and crosshair displayed.
