This could be based upon the time stamping of the data. That is just how it works. We do not understand this: Secondly, when the current bar does complete, it always overruns into the next bar (sometimes by several thousand trades).
However, it sounds as though you definitely do need to have tick by tick data. Set Sierra Chart to a Tick by Tick Data Configuration.
