You can do this using either ACSIL or the Spreadsheet Study. Within ACSIL there is not a single function to make this kind of comparison, you have to program the logic to look through the data. With the spreadsheet, it is as you state - you are trying to compare a value against a range of values. This is not easy to do, as spreadsheets do not loop, but you can put together multiple columns to pull off whatever you are trying to do, you just have to be a bit creative.
