You are going to have general issues with this, as the TPO chart does not have the times like a standard chart does. Still, the best way to try and do this is to have a separate chart for the same symbol with the Horizontal Line at Time study on it and setup as you want, then use the "Study/Price Overlay" to overlay that Horizontal Line at Time to the TPO chart.
