To do what you want you just need the "Color Bar Based on Alert Condition" study. But, the one downside to this is that it does not let you offset the position of the display, it is just "Value on High". But (again), you can then use the "Study Subgraph Above/Below Bar as Text" study along with the "Color Bar Based on Alert Condition" to then offset the display. We have attached a Study Collection that has both studies in it with both set to display (the Study Subgraph Above/Below Bar As Text is offset by 10 ticks), so you can see how they are displayed. If you like the "Study Subgraph Above/Below Bar As Text", then hide the "Color Bar Based on Alert Condition".
