The reason why the data was not initially delayed is that when it first downloads the historical data it is going to bring it up to the current time (not the delayed time). If you had watched the bars closely you would have noticed that new bars were not being added until after the 15 minute period had passed, at which time all the information in the chart would be the delayed data. As to whether you should go with the Consolidated Tape or NASDAQ TotalView, it really depends on where you want to trade and what data you want to see. If you are going to be making trades exclusively on the NASDAQ exchange and you only want to see the volume data for that exchange, then the NASDAQ TotalView is the best option. On the other hand, if you are going to just put the trade out there and let the matching engine put it to any of the exchanges for which the instrument is traded, then you would want to be viewing the total volume which would require the Consolidated Tape exchange.
