If you have a chartbook open and you select "File >> New Chartbook", but you are still seeing the charts from the other chartbook, then that is because those other charts are set to have the option for "Window >> Window Always Visible" enabled. This allows a chart from another chartbook to still display even though the other chartbook is selected.
