The setup for the Color Bar Based on Alert Condition looks good. One other item that we see is that your reference to a bar 7 bars back is entered incorrectly in the Alert formula. It needs to be -7 (such as ID36.SG1[-7]). Also, keep in mind that a setting of -7 means the 8th bar back (the current bar is 0). It looks like you may need to change this to -6 to actually get the correct bar.
