We need to understand this: a new high for the day
So you are referring to a new high during the regular trading hours? When a stock makes a new high, it will begin to pull away from that high. So therefore is that stock still considered to have made a new high, at the moment it has pulled away from the high? At the beginning of the day, all stocks are making new highs and lows. So this particular market statistic would be rather meaningless at the open and would be meaningless, probably for an hour or two.
