No, permission does not come from Sierra Chart. The only thing that we can think of is that may be they are referring to your Sierra Chart Service Package . You need service package 10,11 or 12 to use Teton order routing. Although actually you can probably use service package 3 or 5 and use delayed data with Teton. That probably works as well.
