You need to have a Sierra Chart installation for each person. So you would need to install it to "C:\Users\user1\SierraChart or similar" for each person that will be using Sierra Chart on that system. Each person will have their own Sierra Chart account and hence will be logging into the Sierra Chart application with that Account Name and Password. Basically, each login to the server will need to be treated as their own Windows Computer for the purposes of Sierra Chart.
