I was able to resolve the issue. The problem was not with the encoding of the file. Instead the issue was that the last line of the file, the last row of data, did not have a newline character at the end of it. That's how excel generated it and I think it's pretty common from tab delimited and comma-separated files. Once I added a new line character to the last line, Sierra Chart was able to read the file.
