How the coloring is determined is dependent on your setting for Global Settings >> Graphics Settings >> Other >> Up/Down Coloring for OHLC Bars Based on Previous and Current Close. Refer to the information here: Graphics Settings: Up/Down Coloring for OHLC Bars Based on Previous and Current Close (Global Settings >> Graphics Settings >> Other) You would then write your alert using the same mechanism that determines the bar coloring (i.e. Current Close versus Previous Close, or Close versus Open).
