The only way this would have occurred is if you had put in the orders as two separate orders with a quantity of 1 and 2 (respectively), and had the option for Scale In not set. Assuming both parent orders were at the same price and the setup on your Trade Window did not change, then this would have placed the Stops at the same location, which would then show as a total of 3 at that price. But, as you found, if you then went to move the Stop, it would break into the two separate Stops that were actually entered and you then would move them separate from one another.
