If the Cumulative Delta Bars study ID is 3, for example, then the alert condition that you enter on the Color Bar Based On Alert Condition study would be the following:
=AND(ABS(ID3.SG2-ID3.SG3)>210,ABS(ID3.SG2-ID3.SG3)<499)

With regards to the Color Bar Based On Alert Condition study, if you are wanting to color the Cumulative Delta study bars, then you will need to change the Region to be the same as the Cumulative Delta and also set the Based On to be the Cumulative Delta study. The other Inputs would stay as their defaults.
