There is no extra cost to running Sierra Chart on a new computer. You can also run Sierra Chart on both computers, if you like. The only issue with running on both computers is the exchange fees. The exchanges have their own rules about this, and they insist that you pay an additional exchange fee to have the data available on both computers at the same time.
