This for non-simulated. The broker is Interactive Brokers, and the same issue is with my live account or with paper trading.
But just now I tested with Sim1 and still no ClientOrderID - the column is empty.

Yes, I'm trading through the DTC Protocol Server, on Listening Port 12099. Trading works, and the ServerOrderID column (and basically all other columns) are correct. I notice the ExchangeOrderID column is also empty.
I'm on version 2416
The column is blank for all activity, going back to 5/21/2022
