The general way to setup the alert you want would be the following:
=OR(C > ID1.SG1, C < ID1.SG2)

Where ID1 is the ID of the VWAP study and SG1/SG2 is the Top/Bottom VWAP band subgraphs. You will have to enter the proper numbers for your particular setup when you create the alert. Refer to the following:

Also, 'C' is the Close, or last price, so for the current bar, this is the current price.

You will have to apply the alert to all your chartbooks individually. If you are putting the Alert itself on a particular study, then you could use a Study Collection to make the application to other charts a bit easier. Refer to the following:

You can get Email, Twitter, or SMS texts from alerts (there is an extra cost for SMS texts). Refer to the information at the following link and the section below it:

To set the alert when the price is a certain amount away, you would just add the amount to the Subgraph reference in the alert. Like the following:
=OR(C > ID1.SG1 + .5, C < ID1.SG2 - .5)
