The issue is not related to this: Global Settings >> Data/Trade Service Settings >> Common Settings >> Intraday Data Storage Time Unit is set to 1 Tick.
We set the time zone for all of the charts in your Chartbook to US Eastern time. Save and open the attached Chartbook and you should see the chart bars. If not, let us know.
