You can not do this directly with the TPO study. Additionally, it sounds like you are making this much more complicated than it needs to be, as what you are stating is simply that you want to know when the price crosses a horizontal line. If you want to set this up as an Alert, then you would setup the alert within the Chart Settings >> Alert. Your alert condition for when the price goes higher would look like "=C > UDID1.A1".
