1) I already stated that I was saving the workspace after I close the rogue T&S window.

2) Both of your suggested settings are not selected.

You are the only software vendor I have used on my entire computer that regularly blames a third party (Microsoft, CQG, Interactive Brokers etc...) for problems. Even if it is their fault, users expect you to develop solutions so the user can have a consistent user experience. That is what high quality software is.
