The subscriber agreement does not control the payments. The payments are controlled by when you have the exchange itself activated. The main thing to keep in mind is that you will pay the full amount for the month in which you activate the exchange, regardless of when you activate the exchange. For example, if you activate the NASDAQ exchange on February 22, you will pay the full amount of $16.00 for the remaining 7 days of February (22 - 28). Then you will pay the full amount again on the first day of March. Apart from the above, you can start the exchange at any time. But, when you deactivate the exchange, you continue to get the data through the end of the month since you have already paid for it.
