This has nothing to do with Time Zones. The Time Zone setting in the Symbol Settings is establishing the Time Zone for the entry of the Start and End times of the Session Times in the Symbol Settings. That is all. If you like to see your charts in PST, then what you have set is also fine. Although it is easier to set the Global Time Zone (in Global Settings >> Time Zone Settings) and use that global time zone for your charts. With regards to the lock fill space, you can also temporarily lock the Fill Space by holding the Ctrl button and scrolling to the right. In the end, what you want to do is look at the number that is displayed in the bottom right corner of the screen and ensure that it is highlighted in Green. If it is green and you are still not seeing the most recent bar's information, then something else is going on. Otherwise, make sure you scroll the chart bars back to the left until you get a green highlighted number in that corner, at which point you will have scrolled to the end.
