If you just want to change the color of the Price Ladder in the Trading DOM (and not other charts), then on the Trading DOM select Chart >> Graphics Settings and deselect the option at the top for Use Global Graphics Settings Instead of These Settings. Then find the entry for Trade DOM Values Scale Text and change it to the color you desire.
