It depends on the study. Some studies have the ability in them and some do not.

But, you can always use the Study Subgraph Multiply to multiply the subgraph by some small amount (like 1.01 for a 1% offset up or 0.99 for a 1% offset down). Refer to the information here:

And there is also the Color Bar Based On Alert Condition that has offset capabilities built in - you would just set the Alert to "=1" to have it always enabled and then set the Inputs as required in order to reference the Subgraph you want. It's a bit more complicated to get setup, but does give you more options for the offset capability (in ticks or percent). Refer to the following:
