What you are trying to do is really not directly supported. The Volume Value Format is really intended for use only with symbols that supply volume data in fractional values (Cryptocurrencies in particular). We will try to take a look at this in a few weeks and see if we can find a way to do what you really are wanting, which would be to use the Volume/Open Interest Multiplier in combination with the Value Format for the Numbers Bars study.
