To begin with, you need to add the Color Background Based on Alert Condition twice. Once for the one color and then another time for the other color.

In terms of the Alert formula you would use, they would look like the following:
1/ =AND(ID1.SG1 > 40, ID2.SG1 > ID3.SG1)

2/ =AND(ID1.SG1 < 65, ID2.SG1 < ID3.SG1)

Where ID1.SG1 is the RSI subgraph, ID2.SG1 is the 8 moving average subgraph and ID3.SG1 is the 13 moving average subgraph.
