I'm just a regular user so I don't know if I can help you beyond the basics. But who is your data provider? The opening can be quite heavy with data and some providers can't keep up. Or maybe your internet connection is too slow. Or your computer. Just throwing possibilities out there... There is no SC setting that would delay data intentionally for just the first 15 minutes.
