It really depends on where you want to get the original input information from. If it is coming from some data source within the chart, then you would probably want to use the Spreadsheet Study (or Spreadsheet Alert) in order to take advantage of the ROUND() function to be able to establish the rounded number you want. After that, it is just a matter of putting together the necessary stuff around that number to create the alert.
