Hi j4ytr4der_, I managed to program hotkeys using autohotkey to do this. I have set it up so that the PageUP and PageDN keys work both with Sierra chart and will function as normal with other applications. When working with Sierra Chart you have to identify the upmost and lowest coordinates of the scroll bar that you want the mouse to click, and insert these coordinates into the macro. For the most part these coordinates remain static, but very seldom if they change, you would need to update the macro with the new coordinates, using autohotkey's "windows spy" utility.
