The Drawing Tools are going to use whatever was the last option selected. There is no "default" for the drawing tool. It sounds like you are already familiar with the ability to create a control bar button to select the drawing tool and configuration at one time. Therefore, the only thing we can say is that you would need to select that option prior to drawing to ensure that it is set the way you want.
