The problem is in the value for the Profit Value After Trigger To Flatten Positions. The profit needs to have reached the Trigger value and then be less than the Profit Value After Trigger in order to flatten. The recommendation is to make the Profit Value After Trigger to Flatten Positions to be twice the value of the trigger if you want it to flatten at the Trigger value.
