If you want Real-Time data, then you would need to be on Package 11 and you will need to also pay for the Exchange Fees. Due to CME Group rules, you will need a funded futures trading account in order to qualify for the lower-priced CME exchange fees. This is true regardless of whether you are actually trading or not.
