Here is how I have done it without problems: Open a blank file in Excel. Go to the "Data" tab and there click "Get Data" in the Ribbon. Select "From File > From CSV/Text". Now a file manager will open. Navigate to the location of the tsv file. You will not be able to see it, so in the bottom right corner, instead of "Text Files" select "All Files". Now select the tsv file and it will import. From there it gets more complex. You'll have to adjust for the column headings and formatting but I have no problems with the file being locked.
