Maybe 2021 it happens? Winaero tweaker -> Advanced Appearance Settings -> Window Borders -> Border Padding and Border Width set to zero. Built in Windows 10 Dark Theme SC - Color selections to darker colors This appears to be the best solution and it's very close. The chart border colors, selected title bar and inactive menu bars appear to be the only settings you can't change (without High Contrast mode which has other issues as mentioned above).
