If you have a Constant Range chart and you manually move the scale, the total range is going to stay the same, but the top and bottom will be offset by the amount of the move.

For example, if you have a range of 20 where the top is at 100 and the bottom is at 80 and you move it down by 2 points, then the top will be at 102 and the bottom at 82.

As you scroll the chart, however, with the Constant Range Scale Mode set to Keep Last Bar within View, it is going to shift the scale up/down in order to keep the bar at the far right within view and as close to the same location as possible.
