It appears that you are correct and my system is failing to sync to the correct time. I'm seeing this issue: https://prnt.sc/uev9od I tried fixing it using any solution I found online with no luck. Then I found out that when I am connected to a VPN, it sync properly and the time is correct: https://prnt.sc/uevaev Disconnecting from the VPN bring up the same problem of not being able to sync.
