You actually can now edit the trade fee per individual contract. This can be done from here: https://www.sierrachart.com/UserControlPanel.php?page=ServerManagedSimulationAccountSettings Just set it differently for the particular contracts you want to be set differently. Is it possible to have Account Balance calculation based on the commission set in Symbol Settings? No.
