According to your image, you are using an alert option of Crossing From Above. In which case, if the previous bar's Last was above the current line and the current bar's Last is below the line, then you would get the alert. In other words, it sounds like it is working properly.

Additionally, when we tried this with the option Crossing or Equal To, it worked just fine for us.
