Sorry other than uninstalling and reinstalling I've done everything you've asked and still got the same issue! Happy to video it if you want!

Actions close down sierra completely
restart PC
Open sierra go to HELP- Download current vrs - run the update. It automatically restarts SC
I then open a new instance and get the same message log
