Here is the answer from IB support (I don't know why she says "Multicharts" instead of "Sierra Chart", because I clearly said I use SC):

Hello xxx,

According to your log's the API Client (e.g. MultiCharts) only had
requested real time market data, not historical data for the US-T Bond
(localSymbol = IBCID138298428). But since Bonds only trade from 08:00 -
17:00 EST the market was closed and there was no real time data to relay
back.

Just like in TWS, using MultiCharts you can request historical data (e.g.
charting data) with the What to Show = MIDPOINT, which will then be able
to relay historical data to the API Client. as a test I utilized our
Sample Java Client which uses the same type of API Connection used by
MultiCharts. Below I have provided a screen shot that shows that
historical data can be successfully requested for the US-T Bond contract:

localSymbol = IBCID138298428
secType = BOND
exchange = SMART
currency = USD

End Date/Time = 20140115 17:00:00 EST
Duration = 3 M
barSize = 1 day
What to Show = MIDPOINT

To recap it seems MultiCharts was only requesting real time data which is
not available when the market is closed, there are no indications that any
disconnect or error caused MultiCharts to shut down and IB does provide
historical data for US-T Bonds. In this particular case it would be
advised to forward this e-mail to MultiCharts for additional assistance.
