First thing - you are trying to change the Buy column, not the Bid Column. So you need to Enable and set the Color for the Trade DOM Buy Column Background. Second, if that does not work, then ensure that you are opening the Graphics Settings window by selecting Chart >> Graphics Settings from the Trading DOM pulldown menus.
