The PayPal account has been restored. From PayPal: Our review is complete and we have restored your account.
There is a 150 USD limit. We will see if we can get this increased. This is not a limit imposed by PayPal but they did ask us to put a limit in. But we will make this proportional to the services active on your account. And there is a 10% fee when using PayPal mostly relating to currency conversion fees.
