I'm able to reproduce this problem. Any detached chart window that is minimized when the Sierra program is closed/exit will not have its control bar visible on the next program startup. I have to deselect & select the control bar again from the Window/Controls Bars menu. My workaround for now is to have all chart windows displayed before I exit the program. This is on version 1983.
