This is simply an issue with the focus of the chart. You just need to click on the chart if it does not have the focus . This is not something we can do anything more to help with. Also we cannot reproduce to the issue you are describing either. Once we select a drawing tool through a keyboard shortcut after selecting a study collection through the keyboard, we can use that tool on the active chart.
